We spoke to a point of contact internal at GSA today to find out more, and here is what we know: Contracting Officers are ranked on a scale from 1-5 based on their performance. All lower performing CO's will be let go. They aim to hire 1 new CO for every 4 let go. They also intend to bring AI in, as a way to streamline modification reviews, and a real CO will oversee the AI's activity. We don't know when these changes will take place, but we do know this will likely mean slow downs in proposal reviews as well as modification reviews for a time.
