BIC MAC - Best in Class, Multiple Award Contract

**This information is preliminary and is not set in stone! But this is the information we have at present. **

 The BIC MAC contract will be complementary to GSA’s other contract offerings, providing needed flexibility and ability for agencies to transition unmanaged spending to a Best In Class, centrally managed contract. Specifically, a large segment of Federal spending is not able to be accommodated via MAS due to the requirement involving:

·Non-commercial services

· Cost Reimbursable contract types

·Integrated services

The BIC MAC will be organized by Domain (NAICS based) instead of pools:

·There will be 9-15 domains at release; general and specialized

·Domains TBD, but current slated domains:

o   General domains: Technical and Engineering, Research and Development, Management and Advisory Services, Business Administration, Financial Services, Environmental Services, Marketing and PR, Logistics, Facilities, Human Services (HR, Legal, and Social Services)

o   Specialized domains Identified to date: Base Operation Support Services, Counterintelligence, C4ISR, Major Professional Services Acquisitions (large dollar value comprehensive professional services), OCONUS

· There will be NAICS overlap between the domains to provide a comprehensive solution

· Small and Large businesses will be comingled on one contract with “Small Business Reserves”

 Source Selection:

· Solicitation window will not close but instead allow a “continuous entry of new awardees”, there will not be “on-ramping” windows

o   GSA is considering “off-ramping” based on vendor performance and participation.

· To determine eligibility for award, vendors will provide project experience and capabilities based on established qualifications/criteria.

o   Criteria will be domain specific

o   Criteria will be disclosed in 2nd RFI where contractors will have the opportunity to provide feedback

o   Price will not be a factor

·  GSA will try to standardize submission requirements across domains to limit admin burden when applying for additional domains

o   Domains can be added at later date (all domains don’t need to be won when you join BIC MAC)
