MAS Refresh 13
GSA has rolled out changes to the MAS Solicitation and existing contract holders are beginning to receive notices to log into the Mass Mod Portal (mcm.fas.gsa.gov) to incorporate these latest revisions. GSA contract holders will have 180 days to log in an accept the changes.
GSA frequently provides notes about what is being changed in each refresh on their blog GSA Interact (buy.gsa.gov/interact). Interact has recently been given a new domain at buy.gsa.gov, so if you haven’t seen it yet, make sure to connect and get familiar with the new layout!
Below you will find an outline of changes you can expect to see from Refresh #13:
A: Changes to Overall MAS Solicitation:
The following note will be added to 52.223-3 HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFETY DATA (FEB 2021) (ALTERNATE I - JUL 1995):
NOTE: Safety Data Sheets, hazardous material labels and other relevant data should not be submitted to the MAS Contracting Officer. This information should be provided directly to the ordering activity in accordance with this clause.
Effective June 30, 2022, Multiple Award Schedule (MAS) contractors will be allowed to take an exception to FAR Clause 52.223-99 (October 2021 Deviation), Ensuring Adequate COVID Safety Protocols for Federal Contractors.
GSA is allowing contractors to take an exception to this clause while any relevant injunctions prohibiting enforcement or inclusion of the clause remain in effect. This will allow MAS contractors to incorporate other pending critical terms and conditions into their contracts.
Updates have been made to the clauses/provisions below to implement the changes included in FAC 2022-06 and GSAR Changes 150 through 153:

B: Changes to Specific Large Category, Subcategory or SIN:
Facilities (B)
Facilities Services Subcategory
GSA will retire SIN 561210FS Facilities Support Services effective on 6/30/2022.
Information Technology (F):
IT Solutions Subcategory
GSA will retire SIN 541519CDM Continuous Diagnostics and Mitigation (CDM) Tools effective on 6/30/2022.
GSA will establish special ordering procedures for buying commercial cloud computing services under SIN 518210C Cloud Computing and Cloud Related IT Professional Services on a consumption basis.
This change will not replace or restrict existing practices for acquiring cloud computing services, and will introduce procedures that may be used when an ordering activity wishes to acquire cloud computing on a consumption basis.
These procedures follow many commercial best practices by providing a method to pay for cloud services based on actual consumption without the need to obligate the entirety of available funds at the start of the contract.
GSA will revise SIN 518210C instructions to allow a pricing increment length of greater than one month.
