CPARS Requirements

As you make your way through preparing your GSA proposal, you will see that GSA requires several different documents under the Past Performance category- such as CPARS, or the Contractor Performance Assessment Reporting System. This is a system created for government clients to leave feedback after working with a vendor. If you have 3 positive CPAR reports available in the system then you just need to indicate that in eOffer and you need to take no further action!

If you do not have 3 CPARS available, then you will need to fulfill this requirement by providing 3 past performance references, and 3 past performance questionnaires. The work performed must be similar in scope to the SIN you are pursuing. The work must also have been completed in the past 3 years, OR can be an ongoing project wherein the base period is complete.

GSA has a template for the questionnaires that will need downloaded (linked below) and sent to 3 separate clients to fill out and return to you. The references can be filled out in an excel spreadsheet by you, the vendor and include the following data points:

·        Customer Name

·        Customer Point of Contact- Name, Phone number, phone and email

·        Brief description of the work performed and the offerors role

·        Dollar value of the project

·        Period of performance

Ensure to upload all 3 questionnaires, as well as the client references document with your offer.
