GSA is issuing the latest refresh to the MAS Solicitation in December 2021, via Mass Mod. GSA vendors will have 90 days to log into the Mass Mod portal to accept the modification. Below you will find an outline of changes you can expect to see from Refresh #9:

  • You will see various changes to SCP-FSS-001: the document of instructions for all new offers.

  • Implement decommissioning of the Vendor Education Center (VEC): Pathways to Success and the Readiness Assessment will now be accessed through the MAS Roadmap page.

  • Implement a change in the format of the MAS Solicitation table of contents.

  • Implement various changes to the Offer and Modification Price Proposal Templates (PPTs). These are mostly just updates to bring greater clarity and consistency to the documents as a whole. For instance, the TDR section will no longer have a column for an MFC, as that information is not applicable to TDR participants.

  • Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2021-07 and GSAR Change 140.

  • Several SINs will also see updates to their titles to bring about greater clarity regarding what services or products should fall under the SIN. We won’t go into all of them here, but you can see a comprehensive list on GSA’s interact page here.
